You mentioned blood tests. Has he ever been checked for IBD? Even if he has, I would have him re-checked. If what I remember is right you only have a 50% chance of it being visible in the blood stream.

Even if he turns out to be free of IBD, I would recommend never breeding him.

I wish you luck, and I wish I could give you better advice. You might want to try a different Vet, not to say that the one you have is bad, its just that sometimes it helps to have fresh eyes.
