If someone you are buying the snake from does not know how to ship it, I would be leary. I breed and ship lizards, and I have purchased reptiles that were shipped to me. This is my opinion and may not be the opinion of others, but I believe the responsibility of shipping falls to the seller. They are the registered party when dealing with CITES, Fed-Ex, Delta Dash, etc. It's not as easy to ship snakes as lizards, and it's not just a matter of two people wanting to make an agreement. Because of your location, you would do well to find a reputable breeder or legitimate rescue (although many will not ship) to work with. When shipping Delta Dash, the pilot has the right to refuse any shipment, and if everything isn't done correctly, there may be some misinformation or death of the snake.
I would take up the offer of assistance, especially when shipping internationally.
