The primary function of the new rule is to generate income for the Texas Parks and Wildlife Department. Go to Representative Hilderbran's web page and read it for yourself. That's what HB 12 is all about. That's what HB 1309 falls under. It's just one of many subchapters proposed and pushed through the 80th Texas Legislature by Representative Hilderbran, for the primary purpose of revenue generation for TP&WD.
Don't think it will generate enough revenue to pay for itself, though. Just more regulations from those politicans that got themselves elected under the "less government regulation" mantra. Make sense.
