thermostat rack problem

I have a vision rack system with a helix thermostat and for some reason the rack is at a perfect temperature in the second from the bottom rack, but the higher you go the worse it is. I cannot get a rack to be the perfect heat. It only goes up to 82 degrees when the rest of the racks get to be 88-90. I also have the helix programmed at 101. Whats the problem?
