RE: thermostat rack problem

I use a temp gun and my probe is near the heat cable in one of the slots of the vision rack. I do not know if all the heat cable works but it has to because it is heating up the racks. The problem is with inconsistency. One rack will get to 90 while the one right under it is at 83. It makes no sense. Thanks
