Actually its not a scam to get you to read ads. the template for the forum loads.. but the other information such as threads and pictures make the "changible portion" of the forum take long to come up. with a slower internet connection it would look like they are forcing you to look at the bars. but in reality the other stuff just takes more time to load. for instance say u click on a thread and go read it. then u hit back. well the top bars havent changed so it pops right back up. the actual theads have to update so it takes longer..
