1. The iguana is about 1.5 years old and was originally purchased from a Petsmart store. He is about 2' long right now. His tail has quite a bit of brown on it. Is this something for concern?
Their tails are not quite as bright green as their bodies, and most iguanas do not hold onto their bright green coloration, they turn a brown and dark green. It could be natural coloration. Take a look at the brown scales, if they are identical to the rest of his scales, then I wouldn't be concerned, but if they are a different texture, it could be burns, or even a scale infection.
2. He has a cluttering of white "bumps" on his face.... any idea what they could be?
I would have to see a picture of them to know for sure, I can't think of anything off hand. Are they on his face, or more toward his neck? Because Iguanas have bumps right behind their head, and sometimes they are white, not the same color as the rest of his head/neck. They are called the Tuberculate scales. You can see them in this pic:
