Looks like a prolapse, or near prolapse to me.
Yes, it's serious, and should get medical attention quickly if it is to be fixed with any success. Provided it is indeed a prolapse. Things you can do to help give you more time to fix it, is to keep it moist by soaking the animal. If it is a prolapse, and it dries out, there is no fixing it, it will have to be excised. ----- Richard Carew
