It looks like you're doing everything you can. The heat and hydration are the important points.
It's up to getting it to a good tortoise vet ASAP.
If it's not a seasoned herp vet mention the ARAV http://www.arav.org/
I'm sure the vet can find a consult through them.

Here is the contact info for Steven Divers who is an amazing vet. This is more of a consult contact. He wrote the book on chelonian medicine.
