Most new chams will roam around the cage at first. The higher they climb, the safer they feel.
After a few days, he should be adjusted. (Don't keep removing him, just keep the lights far enough away so he doesn't get hurt)
Add some vines in his cage so you open up more climbing area.
I tape some rope down the side of the enclosure to simulate a vine. I stop the rope 6" from the top, and drape ends of the rope in each corner. If you give him enough highway, your cham should never cling to the side or top of the cage.
