Hi. This could be "runny nose syndrome" often called RNS, or possibly a more serious respiratory problem. You should probably take the tortoise to a good reptile vet who can test it for Mycoplasma as well as decide whether to begin treating the condition while waiting for test results to come back. If the animal has Mycoplasma, it would be a good idea to keep it away from your other tortoises who hopefully do not have it FOREVER. If it is negative for Mycoplasma, that is good, but still the bubbling nose condition needs treatment for whatever other organism is causing it. If the exact causative microbe cannot be determined, a good wide spectrum antibiotic can be used (ceftazidime or ceftriaxone) in conjunction with ophthalmic drops. I recommend a drop solution containing Neomycin, Polymyxin B, and Dexamethasone. This should be available from most vets. Drop into each eye and the nostrils about 2-3 times per day. Good luck.
