Rheostat problem???

Okay, here I go again....with my Rheostat plugged in and turned all the way up, my UTH runs around 84-85, according to my temp gun. With the UTH plugged into to wall without the Rheostat, it runs 97-98. I don't believe the 84-85 is warm enough & I believe the 97-98 is too hot. I don't have any in between. Is my rheostat messed up or is that just the way it is? If that's the way it is, then I'll have to use some overhead lighting. What's everyones thoughts?
