Sounds like you may have a problem with your rheostat. If you have the rheostat turned all the way up it should get to the same temp as if it was plugged directly into the wall.

For a quick check, you can plug a lamp into the rheostat and see if it is at full brightness or if it's dim. If it is dim when the rheostat is turned all the way up then I would get a different rheostat.

Ideally, I prefer thermostats to rheostats. This way if the room gets too hot for some reason such as the a/c going out, your snakes won't get cooked. Just a thought.
