The permit dates on the posters are wrong. My sources at TP&W say maybe by June but probably Sept. Hybrids are also listed on the poster but not in the original law. I don't believe they can do that.

They have been known to add a few inches to things in the past.

And, know you can not enforce a law that is not on the books... at least that is what I was raised to believe as an American.
