Heat Lamp OR Ceramic and position?:

What is better for heating a heat lamp or one of those ceramic things that look likea lamp? Also, would it be best to position it on the side of the cage or on the top of the cage? I waould think that if it were on top, it would always be like "noon" and the Chameleon would have to "angle" himself whenever he wants the heat.
