The cheapest way is to skin it, gut it, and de-bone it first. Just kidding, I have no idea how to ship a cat, but I would check with the major shippers Fedex,UPS,USPS, Delta to see which ones will even do it first and then ask them how it needs to be packaged and handled to be compliant and for the wellfare of the animal.
