I would get involved with your nearest herpetological society-but the time to fight these regs was before they were promulgated. All of us (I too lived in NY at the time) dropped the ball on this one. Those regs are indeed nonsensical, and they were the last nail in the coffin of my own desire to live in that state. NY has great trout streams, and the Adirondaks-but for a herper there isn't much to recommend it....
