WOW...from the small part of his belly I can see in the arch, it looks like a severe case of scale rot or possibly a burn. Not sure without being able to see a better belly shot. Normal cases of scale rot can be treated with excessive cleanliness and triple antibiotic oientment once a day. Severe cases need a good vet. See if you can get some good belly shots up.
