For clarity's sake, let's assume that you are referring to a kingsnake and not a cobra, in your 20L. A wire screen top, the sides gently bent to create a snug fit on the tank, secured with cage clips that snap on (not the stretchy C shaped ones), is a secure means of housing your snake. Four Paws is a brand of screen cover security clip I really like.

For access to the snake, the clips are removed, and a one piece top can be moved to the side as much or little as needed. I have also seen wire screen tops for sale that are hinged in the middle. With these, the clips on one side are removed, and one side of the top is folded over to open it.

If you fashion your own top for the tank, design secure. Snakes are escape artists, able to lift and squeeze under covers thought too heavy to move. Some people use bungee-type cords to hold covers in place securely. Posting to the Cage and Habitat forum might also yield you some creative ideas.
