That's not surprising. I'm sure that the dollar figures were pumped up for the sake of the news release. Even here in our own country that is a common practice with some of our own government agencies. Herp related, just look back at the infamous "Operation Rock Cut" a few years ago. Remember how the NPS and the USFW broke up that "million dollar snake smuggling ring" down in Big Bend National Park.

If our own government practices such deceptions in preparing news releases for the sake of gaining support for their budgetary requests, etc. how can we expect anything different from places such as China?
