Hi Matt!
If she's not showing any signs of RI four months after the power loss/temperature drop, and she's been kept in acceptable conditions since then, RI most likely isn't an issue for her not eating.
If she's kept in with a male there's a chance of her going off feed for a breeding cycle.
Personally, I suspect poor conditions (low temps) before you got her, and now she's probably stressed with unfamiliar cage mates. I'd separate her and make sure she's kept in good temps & humidity for about two weeks and then feed her. I'd be surprised if she didn't eat then.
