Sav. Hatchling

Here is what I have and can get, you think I am ready to get a Savannah?

Lighting:
Also, I got a lot of lamps and could probably find a tube fixture. I got about 4 lights (infrared light, 2 MV and 1 ceramic heat emitter) I could use them have UVB everywhere and put two of those temperature stats.

Feeding:
I have mealworms and I can get crickets. I have a pet store close by and I can go there and get mice and pinkies almost every week (when I can't I will buy a lot of crickets and mice).

Habitat:
I have a lot of branches and could put them in for him to use for basking. I have a good water dish. I have a 38 gallon and a 175 gallon. I can get a hold of a 260 gallon. The only problem here is I don't exact know if I should use dirt and sand together or eco-earth and sand. Should I do something else?

Afterwords:
Size may be a probably in the end I need to talk my parents into it. I would need to get a tame baby for my parents to even think about it.

Also, are Sav. even legal in CT?
I really need this to be answered because if not then most likely I can't get one.
