I don’t know what happened there BUT there is a federal low that is enforced by the F.D.A. that the sale of turtles with a carapace of under 4 in. is illegal . It dates back to the 70’s do to the transmission of salmonella , and the low was passed and was placed under the jurisdiction of the Food and Drug Administration . You can goggle fed. turtle lows . David
