Wayne, soak it in water for a day or so...even this might not get the underneath saturated as the sheds weld together pretty good. It looks big enough, I would get someone else to hold the business end and take an exacto knife and start to work it on the belly side of the tail. Cutting subcutaneous skin isnt as big of a deal as leaving it on. Skin will heal, but not dealt with the tail will fall off eventually...and thats why we find so many milks with imperfect tails in the wild. Once you get the old skin off I would treat it as an open wound because of the bacteria built up. Dip or spray with hydrogen peroxide to cut the infection and keep it on paper towels of the cleanest substrate you can get. You will likely have to repeat the HP solution as the tail is sometimes around other fun backside bacteria. I have used HP solution to go to war with blistered snakes with good(not perfect)results.
