I would have to say Texas. They have very little laws concerning which snakes to keep. The only big law that I know of is one that was just put into effect. This law regulates the sale of the "BIG" snakes(burmese pythons, anacondas, african rock pythons, reticulated pythons, etc), stores are required to have a permit to sell them, and new owners are reuired to get an annual permit that costs $15 (they are very easy to get, so no worries). The only other big law is one that you can't collect herps off of Texas public highways, it is being fought and will proboly be romved from law in the next year or so.
All the big cities in Texas are great for herp keepers( Houston, Dallas, San Antonio, Austin) Dallas also has an annual North American Reptile Breeders Conferance & Trade Show (NARBC).
