Using this approach, H.R. 6311 proposes a “white list” of species approved for import. This places the burden of proof on the importer to demonstrate that the species will not cause harm to the environment or to society.
White list...burden of proof on the importer...sounds like a "guilty until proven innocent" scenario. Nice. How does one go about "proving" a snake or other herp will not cause harm (however insignificant it may be), especially when faced with outlandish FWS maps designed to scare the public into thinking pythons are taking over the US? ----- Chris McMartin
