I have only ever literally seen one leucistic hognose. That was because it was seized from the gentleman who was selling them. He is the only one I know of who has ever produced these. I don't know if there are any of the offspring out in the hobby some of the ones he sold were seized as well. The leucistic originated in Colorado. It is illegal to sell or trade native colorado reptiles. It is one of the coolest snakes I have ever seen.
