If you really have to, use a few drops of Ivory liquid dish soap (less drying than Dawn, and more mild too) in a gallon of water and soak them. (Stick them in a tub of clean water first, and let them drink, because boas follow Murphy's Law, but only when they feel like it and only when you're not looking!). : ) Then soak them in the soapy water for a few minutes. Soap dries out boa skin which leads to bad sheds, so don't do this on a regular basis. This is for when your boa was playing in the yard with a skunk or laying on a regurgitation or something! : )
I like jscrick's idea of wiping them down with Nolvasan on a paper towel. That'll likely take care of most stuff. If you see your boa lying in a pile of poo, get out your blue stuff.
