If it's Ecuador I would definately say A. elaps

I picked up a very similar specimen in Ecuador a couple of years ago. It is now pickled at the Ecuadorian Natural History Museum but I'm quite sure it is the same species. However, I know some changes were being made at the time to the Atractus genus, so it may not be elaps any more.
