I dont think there is any one particular value or measurement that says a dragon is ready to breed.
Males......depends on the individual. Some will want or try to mate no matter when or where. Having brumated, not, young, old, etc......depends.
Females.......again depends on the dragon. Some grow quicker, mature faster, where others may take a bit longer. As stated, I wouldn't place so much emphasis on length, as I would weight.
I would definately keep them seperated though, and get them in your care and determine if she is healthy enough to even brumate and decide from there. You could always cool them down in late spring when she will be say 12-14 months old, and by the time she gets to mate is 14-16 months old.
Do you know her weight now?
