I've built two racks and had a gap in both and had some young balls in there. I don't think you'd have problems with a small gap. I think I know what you're referring to (hardboard), but I put about a 1/8" gap between the bin and top. Allows extra ventilation, and that way if the rack sags any, your bins won't be stuck or a pain to pull.
