Possibly latex Drylok, but it would have to be an amphibian species that can handle the rough texture of concrete since Drylok is a hydraulic cement based paint. I often see amphibians on concrete rockwork at zoos and I have kept them this way but I imagine it is not suitable for all species.



Any of the solvent-based epoxy paints that are suitable for potable water are okay. These are expensive and nasty but do make for a nice finish once cured. They are used in fish tanks.



Waterborne epoxy paints have improved quite a bit but vary quite a lot. Not all are a true waterproof barrier but more importantly can be brittle enough that they just can't be painted on anything. No doubt some of them will work but I can't say with any certainty which ones. You'd have to do the research yourself and talk to the companies themselves.



What surface do you need to waterproof? Material, thickness, etc.



You said paint but you could also consider some of the epoxy, polyester or vinyl ester resins. They are sort of like paint.
