Someone that didn't know what they were doing/getting into. Not familiar enough with Boa constrictor behavior to own one.
Especially by taking on an adult Boa that is accustomed to someone else's behavior and methods of care. Not a good idea for a novice. First rule -- show no fear. Obviously broke that rule. Putting it in the bathtub to feed speaks to the new owner's lack of experience and skill.

Seems like a reasonable and good outcome for a change.
