Those are typical male pores. I doubt that they're the cause of his lack of hind leg movement unless they're sore from mating or rubbing, and they don't appear to be.

You are still dusting it's food periodically with a calcium powder containing vitamine D3, aren't you? Might try dusting a bit heavier and every meal for the next few days to see if his condition improves. If not, take it to a herp Vet.
