respiratory infection in rack

Hi all,

Looking for some suggestions on how to cut down on RI in a rack system.

temps 88-89
32 quart tubs
holes drilled in tubs for ventilation
paper towel as substrate
water bowl in each enclosure

Battling constant RI with juvenile to young adult BPs.

Any recommendations would be great.
