I would have to say "The Complete Boa Constrictor" by Vincent Russo hands down. Another good book is by H E Stockl "True Boa Constrictor" its now avilable in english. It lacks husbandry information, but its pretty good for locality info. I pretty much threw my other boa books into the basement after getting these two. A book to avoid is "Boas Of The World" by Jerry Walls its an impressive book, very thick and good for pictures, but the info and identification is lacking.
