i have a little theory about this, and it seems to be 100% consistant with this problem. Usually when i see this is when, as the new skin is growing underneath the skin about to be shed, there could be a problem with the upper layer of skin i.e. scalerot, or other bacteral infections. Anyways as the upper layer of skin is fighting this infection, the lower layer of skin, does not develop pigment. So when the skin sheds you get all of the white scales all over the place. Now im not saying the skin has to be visably blistered, it could just be unhealty skin, or dehydrated, but then as the infection is basically shed of , you will either see pigment come in to the new skin, or you will see pigmnet the next time the snake sheds, depending on how deep the infection goes. now im saying infection as in being unhealty, not actually infected. If anyone has more thoughts on this please post them, thanks Brian.
