I don't know the particuklars of this FL. land deal.Although its sounds to me like a ploy used by many large Garbage disposal enterprises. They fill up a Garbage dump site. Then its no longer profitable so they offer to donate the property ,dump site to the local Village ,City ,Town, Government. Then all the ecological problems associated with these huge dump sites are no longer the problem of the major garbage disposal company. The Village or town if naive enough accepts the dump site property and inherit all the ecological problems that accompany the site.
They end up paying for it forever
