I believe others could comment much better than I. Either JB Johnathan Brady or JS Crickner on this forum has written about proactive pet shop visits they have made don't remember which guy it was that posted it a ways back.They usually confront the store owner and an employee and explain the situation. Explaining proper husbandry is needed for animal in question. Then explain that if these adequite conditions are not met they will contact certain animal authorities.
If I remember correctly this is how they handled the situation they observed. The last thing a person wants to do is if the Boa is forsale to buy the Boa. This just promotes a bad cycle more boas put into similar situations and bad conditions for more Boas etc..
