Building a incubator questions.

Hey everybody. Got a few questions for ya. First of all I got some silicone for insulating the wires on the flex watt, and then I realize that the sales person sold me "heat sink" silicone compound. Will this serve the same purpose? Or is this the totally wrong thing? The other thing I wanted to ask was the computer fan I bought is rated for 12Vs. All the extention cords I have here seem to be rated at 13Vs, but that doesn't seem right to me, wouldn't they be 12Vs?? Thanks everybody for the help.
