cage heating

i have started building melamine cages for my ever growing boas. my question is should i use under or overhead heat? i will need to heat the cages as well and provide a hot spot. i need to keep them in an unfinished basement for now (til i can afford to finish it anyway) which stays at around 68. i have a few helix thermostats to regulate it. also what brands are recommended?

the cages measure 48" long, 22" deep, and 20" high
