I use heat tape either under or running up the back of a stack of plastic cages as well as in racks with tubs. I keep my boa room at 70-75 degrees with a room heater so the flexwatt provides a temp gradient in the tank. If the room the boas are in is cold, you may need additional heat source to heat up the entire cage beyond just the flexwatt in one spot. (hope that made sense? it's early and I haven't had my coffee yet)

You've got it pretty well covered, heat mats, heat tape, lights, radiant heat panels, there are also light/heat ropes, I think it was AllBoas that used a set-up like this. I would think a CHE would get way too hot to be used around plastic caging.
