If you are not set on TX, look at the Carolinas and NM.
I have been looking for a herp friendly state that is warm all year and I have locked into these two states.
My wife says no to NM because of the lack of grass!! We are leaning towards South Carolina at the moment. Their herp laws are pretty liberal. I have emailed and gotten word back from the state reptile guy with the DNR and he seems to be a pretty good guy also, and that always helps.
I don't know about the trashy part though. I have spoken and emailed folks down there and they seem to be decent.
