He shouldn't be brumating this time of year at all. I'd be considering other causes for his behavior. Dragons are very aware of what season it is by the day length, temperature, humidity and other clues. Spring is the most active season.

Can you post a picture of your setup? Have you had a fecal and vet check done recently? Are your lights on a timer? What is the hot side ambient and the basking spot temperature? How long are the lights on?
