It is never safe to put any plant into a dragon's cage or any animal for that matter till you know first, that it is non toxic. Also, even if its a safe plant, often the insecticides, fertilizers etc put into and on the plant can be toxic.

As you said your dragon has already eaten several leaves...if it was toxic, it would have shown noticeable indications.
