$350 for a 6x3x2 plastic cage is a very good price. Find out what shipping is before you decide, but for that price you can buy it and add support to make it hold two TVs.
You probably could built it cheaper but it would depend on the materials you would want for the look you were going for.
Is the cage 3' front-to-back or is it 3' tall?
for V. acanthurus I would prefer a 3' tall cage with a lot of substrate and still plenty of height for viewing. If this is going to be in a TV area I think that would look a lot better. ----- Currently keeping:
