The tank is definitely too small for an adult dragon. It will do for a few months, maybe half a year depending on growth rate of the dragon. Typically once a dragon is 14" head to tail tip, they should be moved into an adult (4'x2' floor space 18-24" height, minimum) sized cage.

That sized cage would be great for many other reptiles too that don't get as big as a bearded dragon. It will be great for a single or pair of leachies (New Caledonia giant geckos), tokay geckos, anoles, maybe a young arboreal snake.
