An Envelope is not necessary if you send them to Tom. He will be hand delivering thousands of letters to the members of the committee. I will be shipping a box of letter that I am going to get many people to sign. One signature or at most a husband and wife signature per letter, but each individual can send 21 letters. One to each member of the committee. Each one should be addressed to the committee member that will be receiving it.
