Georgia is an all or nothing state - if it's protected, the average person can't have it, period, including any non-native subspecies of a native species. If it's not protected, anything goes.

PROTECTED(can’t have):
Maps: Common, Alabama, Barbour’s
Alligator snapper, all T. carolina box, spotted, bog
Diamondback terrapin, gopher tortoise

No permit required for non-protected species. Non-native subspecies of native protected species are treated the same as the species - not allowed. So, western painted turtles are allowed in GA because native painted turtles are legal to have, but Gulf Coast box turtles would not be allowed because eastern box turtles are protected in GA.
