Reportedly she is motivated by the damage the Brown Tree Snake has done to the bird population of Guam. The sad thing is the legislation she is pushing would do nothing to stop a problem such as the Brown Tree Snake which was "unintentionally introduced to Guam, presumably on cargo ships coming from New Guinea", quoting the article at the link shown above.
